It's Me, It's Me Fraud Update

So picture this. Suddenly you get a phone call, and a young voice says, "It's me, it's me," as if you knew the person -- well, it must be your grandson, Taro. He then tells you that he's done something terrible, gotten into a traffic accident perhaps, and he needs $40,000 to pay off the other driver before the police become involved, so would you please go down to the bank and transfer the money to this account? Or maybe it's a man posing as your son's boss, who sternly tells you that your son has made an error that cost the company $50,000, which you must pay on his behalf. The most common name for these scams is Ore-ore Sagi, literally "It's Me, It's Me Fraud," and the damage from these crimes this year may top the previous record of 28 billion yen ($259 million) set in 2004, which is a lot of soybeans. Now matter how much the police try to educate citizens against the dangers of believing what strangers tell them over the phone, the situations continues. Between the high number of elderly people with hundreds of thousands of dollars in cash savings and the Japanese sense of on (pronounced "own"), translatable as moral obligation to family members, it's apparently easy for these thieves to score big. One of the regular customers at our liquor shop was nearly taken in by one of these scammers, who had researched his family extensively in order to craft more believable lies.

The elderly in America are also taken advantage of, in many ways, but not in the way you describe. Here, it's more like some guys in a truck, driving around, offering cheap home repair or driveway coatings to gullible seniors.

Ah, yes. They're probably lonely and buy services to have someone to talk to. One issue they have in Japan is old people going to the doctor EVERY SINGLE DAY, mainly to talk to their friends while waiting, but also to get sometimes imaginary problems fixed. Do they have that in America, i.e. medical services serving a role as "daily friend" to older people?

No, medical services are too expensive for that. Here, the elderly have a tendency to aimlessly wander around shopping malls in packs before the stores open.

As for the phone scams, one domestic variant is for them to pretending to call on behalf of a police and/or fire organization (usually, but not always, a union) and soliciting donations for a charity affiliated with them. Another fun one is to call claiming to be a court bailiff and saying you failed to show up for jury duty, and then demanding your social security number to avoid going to jail. A neighbor of mine recently had to get a new social security number after getting hit with the last one, as there were about 100 people using her original one as their own.

Yes, the cost would keep people away. In Japan, people over the age of 70 (I think it was) always have free health care, which is part of the reason for the daily visits. However, Koizumi put in motion a plan to charge everyone at least a little, which has been really unpopular. It's hard to know what's best -- consider a doctor visit costs me around $10-15 above the insurance, they could probably afford something reasonable like that.

When I worked at a bank, I actively tried to keep a customer from taking out money when I understood it was for some like scam ( You say you got an email from Nigeria sir? ).
They insisted, so what can you do, but the customer did come in later and say "Yeah, you were right. That money is gone."

Pawel, yes, scam, fraud. Hard to know the right word to use when translating from Japanese. ^_^

Tudza, yes, I was wondering why they don't put a page up on the ATMs when somone is sending more than $10,000 saying, a message from the police on bank scams, to get people to think twice before hitting the send button. But someone would stubbornly do so anyway.

Of course the best-ever scam is this one:
